We have a National Drinking Law that was passed under the Reagan administration in 1984. Congress didn’t officially make 21 the minimum age but told the States they wouldn’t be receiving any Federal highway funding if they did not establish 21 as the minimum age to drink:
Over the ensuing years however, 45 States have passed exceptions whereby folks under 21 can legally drink (click here.)
